Mobile Network Operators in Germany

Germany has three licensed mobile network operators (MNOs) that own and operate their own radio access network (RAN) infrastructure. Several mobile virtual network operators (MVNOs) lease capacity from these three networks.

Regulatory Framework

Mobile network coverage in Germany is regulated by the Bundesnetzagentur (Federal Network Agency), which sets spectrum licensing conditions and enforces coverage obligations. The 2019 spectrum auction for the 3.5 GHz 5G band included mandatory coverage targets:

  • 98% of households per federal state with at least 100 Mbit/s download
  • All major federal roads (Bundesautobahnen and Bundesstraßen) covered with at least 100 Mbit/s
  • All federal rail lines covered with at least 50 Mbit/s

These obligations apply to all three MNOs and are subject to annual reporting and verification.
